Keep refund receipts apart from ordinary shopping receipts. Before checking your suitcase, work out whether the shop already gave you an immediate refund or whether you still need an airport procedure. If Customs needs to inspect a purchase, having it buried in checked baggage creates an avoidable problem. The order of the steps matters more than memorising a refund percentage.
Quick answer
- Shop only at a store displaying a Tax Refund or Tax Free sign.
- Ask about the refund before paying and have your passport ready.
- A purchase generally needs to be at least KRW 15,000.
- Keep the goods new, unopened and unused until you leave Korea.
- Keep the sales receipt and refund voucher together.
- If the goods will go into checked baggage, obtain any required customs confirmation before handing over the bag.
- Leave Korea with the goods within three months of purchase.
Who can claim a tourist tax refund?
The standard tourist system is intended for non-residents. According to VISITKOREA, eligible shoppers generally include foreign visitors staying in Korea for up to six months. Overseas Koreans may qualify when they have lived abroad for at least two years and are staying in Korea for three months or less. People employed in Korea, diplomats, U.S. military personnel in Korea, corporate purchases and agent purchases are excluded from the ordinary tourist scheme.
For goods, four checks matter:
- The store participates in the tourist tax-refund program.
- The purchase is at least KRW 15,000.
- The item remains new, unopened and unused.
- You take it out of Korea within three months of the purchase date.
Cooked food, massages and other services that Customs cannot physically verify are generally not eligible as goods. Items bought duty-free are not refunded again because the relevant tax was already excluded.
Choose the correct refund route
| What happened at the store? | What you should do |
|---|---|
| Tax was deducted immediately | Keep the receipt and take the goods out of Korea; no second claim is needed |
| You paid the tax-inclusive price and received a refund voucher | Claim through a downtown counter, mobile service or airport process |
| You received only an ordinary sales receipt | Ask the store before leaving; an ordinary receipt alone may not be enough |
1. Immediate tax refund
At participating stores, the tax is deducted when you pay. Present your passport before payment so the store can verify eligibility. The current published limit is at least KRW 15,000 but less than KRW 1,000,000 for one transaction, with no more than KRW 5,000,000 in immediate-refund purchases during the trip.
Check the final receipt. It should show that tax was deducted. Do not queue at the airport to claim the same transaction again.
2. Downtown or mobile refund
Some refund operators let you start or receive the refund in the city. A downtown counter may ask for the purchased goods, passport, refund voucher and an international credit card. The published limit for a downtown refund is KRW 6,000,000 or less per receipt.
A downtown refund does not remove the export requirement. You may still need to scan the documents or obtain Customs confirmation when leaving Korea. Also, a downtown counter usually handles only the refund company shown on your voucher.
3. Airport refund
Use the airport process when the store issued a refund voucher but did not deduct or return the tax. Airport and port counters can handle multiple refund operators, which makes this the safest fallback when you have mixed vouchers.

The airport sequence, step by step
If the goods are going into checked baggage
- Arrive earlier than usual. Allow an extra 30–60 minutes when you have several receipts or high-value goods.
- Check in and obtain your boarding pass, but tell the airline staff that you have tax-refund goods in the suitcase. Do not let the bag disappear down the belt yet.
- Take your passport, boarding pass, refund vouchers, receipts and the actual goods to the tax-refund kiosk or Customs area.
- Scan the requested documents. Customs may ask to inspect the goods, especially for higher-value purchases.
- After export confirmation, return to the designated baggage counter or follow the staff’s instructions to check the suitcase.
- After security and immigration, complete the refund at the airside counter or kiosk if the money has not already been processed.
If the goods are in carry-on baggage
Keep the goods accessible with the documents. Scan the passport and vouchers at the appropriate kiosk, follow any inspection instruction, pass through security and collect or confirm the refund in the departure area.
At Incheon Airport, the official airport guide currently lists staffed domestic tax-refund desks near Gate 28 in Terminal 1 and near Gates 250–253 in Terminal 2. Listed desk hours are 07:00–22:00 for Terminal 1 and 07:00–21:30 for Terminal 2. Kiosks may provide additional options, but locations and hours can change, so check the airport map or information desk on the day of travel.
How much money will you actually receive?
Do not simply multiply the price by 10%. Korea’s standard VAT rate may be 10%, but the refund paid to a traveler can be lower because the taxable amount and the refund operator’s service charge affect the calculation. The receipt, voucher or kiosk should show the expected amount before you complete the claim.
For a small purchase, the refund may not justify a long queue. For several eligible purchases, organizing the vouchers by refund company and terminal can save more time than chasing each receipt separately.
Five mistakes that cause the most trouble
Checking the suitcase too early
Customs can request the physical goods. If they are already behind the baggage belt, verification may be impossible.
Opening cosmetics or wearing the item
Refund goods should remain unused. Pack daily-use products separately from purchases intended for export.
Confusing duty-free with tax refund
A downtown or airport duty-free shop sells at a tax-excluded price. A tax-refund shop charges the tax first or deducts it through the tourist refund system. They are not two refunds for the same purchase.
Losing the special voucher
A card receipt is not always the refund document. Before leaving the store, check that you received the operator’s refund voucher or that the immediate deduction appears on the receipt.
Expecting every store to participate
A popular shop is not automatically a tax-refund shop. Look for the sign and ask before paying. At a traditional market or small independent store, the service may not be available.
Useful Korean phrases
- Tax refund dwaeyo? (택스 리펀드 돼요?) — Is a tax refund available?
- Baro hwangup dwaeyo? (바로 환급돼요?) — Can I receive an immediate refund?
- Hwangup seoryu juseyo. (환급 서류 주세요.) — Please give me the refund documents.
- I mulgeon segwan hwagin piryohaeyo? (이 물건 세관 확인 필요해요?) — Does this item need Customs confirmation?
If pronunciation becomes awkward, show the English phrase “tourist tax refund” and your passport before payment. Staff at participating stores will usually recognize the request.
Build a safer departure plan
Put every refund voucher in one envelope, photograph the front of each voucher without exposing passport or payment-card numbers, and separate checked-baggage purchases from carry-on purchases. Keep a backup payment method ready: our Korea money guide, Global ATM guide and foreign card rescue guide cover the most common payment problems. If you are still planning the airport journey, compare the options in our Incheon Airport to Seoul guide.
Keep the refund voucher reference and payment record until the refund appears on your statement. If it is delayed, contact the refund operator printed on the voucher; a shop receipt alone may not identify the claim.

The one rule to remember
Ask before paying, keep the documents, and do not check the goods until any required Customs inspection is finished. With those three habits, a Korea tax refund becomes a short departure task instead of a last-minute airport puzzle.
Refund limits, participating stores, desk locations and operating hours can change. Confirm important or high-value claims with the store, refund operator and departure airport.
